De10 nano baremetal dev without DS-5

Question

The community edition of the sdk that comes with the De10 nano does not provide support for baremetal development.

What alternatives exist? I understand that there is a free baremetal C compiler/assembler but what are the options for debugging?

Segger offers a tag debugger for ARM devices but it's not clear if the Jtag interfere of the cpu exposed.
