CYCLONE III DEV Board Not working

I bought CYCLONE IIII DEV Board recently, and followed the manual carefully, but just could not get the basic examples and DEMO to work. Following are my problems:

1) after connect to Ethernet network, the TOP LCD in the board didnt show any IP address

2) trying to run BoartTestSysteme.exe, all the tabs for GPIO, SDRAM and etc are gray, nor the configure menus , all show gray, nothing is working

3) if I switch the rotary switch to "1", then power up, DZ21 error will lit up, nothing else will happen

Does the board go bad?

    they didn't reply anything back to me. I bought this board from Bit-ec, in Europe, they didn't pickup the phone, they didn't reply me the email. When I ordered the board, their email were responded back very quick.

    Maybe programm is not downloaded.

    BTW, how much do you pay for this DEV board?
