Honored ContributorThe driver that comes with Quartus should be sufficient, the old one that shipped with the board is too old for Windows 7 so I would make sure clean that old one out.
The board I have doesn't have have the jumpers populated and it appears to be running properly. The hardware that was preloaded on that board is from 2003 or 2004 so it might be a good idea to update the hardware and try getting the software working on it. The JTAG ID of the debug module and JTAG UART have undergone changes so I wouldn't be surprised if that tools you are using are too new for the hardware that is pre-populated on the board. Sorry I don't have any more advice, I haven't used this board since 2004 so I'm just going by memory.
