I am not sure you understand what you are asking for (as I am not entirely sure myself). The pin configuration of your device is implementation specific and can't just be handed out. The firmware design within the Cyclone II is even more implementation specific.

If you have a development board and need help finding a project to start developing with, we will need to know the development board's model number. If you have a custom board with an FPGA on it, it is likely that no-one here can help (at least without a full schematic of your design).
