Can't get C5G Control Panel v 1.0.2 to connect to Cyclone V GX Starter Kit board

I get a popup dialog box with the following message: please make sure quartus is installed! when I attempt to connect the Control Panel running on my Windows 7 PC to the Cyclone V GX Starter Kit boar...

So what you are saying is not to use the Control Panel? You have an entire chapter in your CG5 User Manual devoted to using it: this doesn't make any sense to me.
