But these are
not the USB-Blaster driver files. These look like they might be the FTDI driver files.
Can you look at the device PID and VID? What are they?
Bring up the device manager, click on 'Altera USB-Blaster', click on the details tab, then select 'Hardware IDs' from the pull-down menu. It should say
USB\Vid_09fb&Pid_6001\Rev_0600
USB\Vid_09fb&Pid_6001
