This issue sounds very similar to that posted by LeonWagner

Quartus II 11.1 sp2 web edition, 64-bit Windows 7.

Read that post, and if you agree it sounds like the same issue, post a comment that you are seeing the same problem. BadOmen might have some suggestions (refer back to this post too).
