Yeah, this whole thread is a bit vague in places :)
Lets take on one problem at a time.
First, lets just focus for a moment on Windows 7 and the USB-Blaster driver. Can you write down the list of things that you did with respect to the things I said to check on, eg., something like
1) I installed Quartus II web edition 11.1sp1 with administrator privileges
2) After plugging in the BeMicro-SDK, the hardware was detected for the first time, and I pointed it to the drivers folder in the quartus install area.
3) The device manager shows the 'Altera USB-Blaster' device
4) jtagconfig -n does not find hardware
5) netstat shows the jtagserver running on 1309
Embellishing this list where needed.
