We have an Arria 10 Development Board (10AX115S-A) that has encountered a failure, and there is a noticeable burnt smell coming from a specific area (please see the attached image). Is it possible to repair this board? If so, what are the available options for repair or replacement?

looks like a cracked input capacitor. If I decode the component identifier correctly, it's a 100 uF tantal capacitor at the 12V input jack. I guess it was damaged when plugging in the powered connector, tantal capacitors don't stand inrush currents so well.
If one of the DC_INPUT capcitors is shorted and there are no other damages on the board, it can still work when supplying it through ATX connector or PCIe. I'd replace the defective capacitor with SMD tweezer solder tool.
