looks like a cracked input capacitor. If I decode the component identifier correctly, it's a 100 uF tantal capacitor at the 12V input jack. I guess it was damaged when plugging in the powered connector, tantal capacitors don't stand inrush currents so well.
If one of the DC_INPUT capcitors is shorted and there are no other damages on the board, it can still work when supplying it through ATX connector or PCIe. I'd replace the defective capacitor with SMD tweezer solder tool.
