arm dev kit and other tools

can anyone recommend a good dev board w/ARM soc? also what tools I need for opencl etc. I like to run some Ethernet test as well implement stuff in FPGA via high level synthesis. I used Xilinx zc706 before and wonder if altera has something similar.

    I think Altera Cyclone V the most suitable kit for your usage then. that come with Ethernet and also ARM soc
