If this is your board: https://www.arrow.com/en/reference-designs/deca-development-kit-based-on-the-10m50daf484c6ges-max-10-fpga/178fffd04d89cbb578855555cb159a1a the LEDs are ACTIVE LOW, so they will be ON when the output is LOW, and OFF when the output is HIGH. Is this what you believe is the 'inversely'?
