Yes, when programming a MAX 10 FPGA, you typically need to first program the "SOF" file, which essentially acts as a bootloader that allows you to then program the full configuration data onto the device using the on-chip flash memory. Check the Intel® MAX® 10 FPGA Configuration User Guide for more details. Additionally, when you enable this real-time ISP, it is a slow mode. In certain situation, we would suggest to enable it as a workaround to overcome the error.
