Is Board support package needed for emulation and report generation using intel oneAPI?

Thank you for posting in Intel community forum, hope all is well and apologies for the delayed in response.
BSP are not needed for emulation or report generation, it is only needed to generate the hardware image for FPGA.
For that you will need to have separate FPGA add-on installed that should comes with the BSP. (more details here)
