For the design partner request, I would recommend you to submit your request through https://www.intel.com/content/www/us/en/programmable/solutions/partners/prt-apply.html.

For OpenVINO ML, we only support fixed bitstream on FPGA which only support Intel PAC with Intel Arria® 10 GX FPGA

and Mustang F100 Arria 10 (https://www.ieiworld.com/mustang-f100/en/) board. You may used any method to interface with the FPGA which utilize the IEPlugin features.
