Can not find device after server carry two Arria 10 GX PAC-Reply

I'm sorry that I opened a new subject there. I don't know why I couldn't reply to the previous subject after trying many times. I mentioned that I want to use two cards on my server at the same time before.

The output log after I use "lspci -s 13:00.0 -v" and "lspci -s 1b:00.0" command is:

As you can see, the two cards has same device name 09c5. What do these two logs represent? Did the pci port "1b"00.0" and "13:00.0" detect two different acceleration cards?
