I had to load the root.qky file first, then the ccert file to program the eFuses. Agilex 7 eFuse programming failed - "certificate is invalid" Using Quartus 23.3, I successfully programmed the eFuses on an Agilex 7 FPGA once, but have failed ever since with same and different boards, and the same and different eFuse files. I have programmed an Agilex 7 FPGA with a virtual (volatile) eFuse certificate, which worked and I was able to load an encrypted bitstream, but since then I have not been able to reload the virtual eFuse certificate. Basically the answer was the permission settings (should have been 0x40) which are part of the "Security Methodology for Intel FPGAs and Structured ASICs User Guide". However, this document is restricted. But for others reading this post, the correct settings were actually part of the " Intel Agilex® 7 Device Security User Guide", Page 33. I will close this case.
