No, 8b10b encoding is not supported in the Arria®  V, Cyclone® V or Stratix®  V transceiver toolkit.

PRBS7, PRBS15, PRBS23, PRBS31, high frequency, or low frequency patterns are only supported in the transceiver toolkit.
