Regarding the University Program License of the Old Quartus Version

I have a project which we only compile it with Quartus 13sp0,

so I go to Self Service Licensing Center to generate old license.

I fill now MAC address of NIC, which is node-locked license of University Program into

"Please enter your Software Guard, NIC, or Host ID "

Last step, I fill my email address of this account.

Wait a moment, I received this mail said license is not generated successful.

Has anyone encountered this problem?

      I still having this problem generating legacy license key as mentioned above.
