Quartus Prime Pro 19 complains about no license, but it is licensed. So, how can I confirm which versions are supported by my license ?

Dear Sir/Madam,

I would like to learn OpenCL, to do that I have installed Quartus Prime Pro 19.0.4 on my university lab, but it complains about no license.

On the license server which Quartus is connected on, it has described the follow set of features:

But when creating a project it complains about no license.

How can it be licensed and not licensed at same time ?
