Could you provide the license file via email for further investigate?

Also, may I know the information as below:

  1. OS version
  2. Quartus Prime edition and version (based on my understanding, there is no Quartus Prime Pro in v19.0.4 according to https://www.intel.com/content/www/us/en/programmable/downloads/download-center.html)

Lastly, do you have setup the license file with steps according https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/manual/install-license-quick-start.pdf in chapter 1.6.1?
