I have installed Quartus 18.1 Standard Edition and the required Cyclone V files from the Intel download center.
When I open a new project via project wizard there are no devices shown at all.
would appreciate any help,

After downloading the Cyclone V files, you need to install them on Quartus. You can refer to this Quick Start Guide for the steps you need to take, it's available on the last page: https://fpgasoftware.intel.com/static/quick_start_guide/quick_start_guide_18.1_en.pdf

Thanks for the reply.
I have installed the Cyclone V package via the Quartus 18.1 Device Installer.
Still, when I try to open a new project, the device list is completely empty

Did you make sure you download the device support file for Quartus 18.1 Standard edition instead of Lite, or maybe Quartus 20.1?
An easy solution would be to reinstall the software and devices.
