Could you check if EP4CE6F17C8N

Problem description:
PROBLEM FAILURE PHENOMENON: ICT test BGA open circuit, FT test can not write
Number of failures: 32 pcs
Defective rate: 32/1200 = 2.67%

Without any problem from exterior,X-ray and decap, but this IC chip can not programme.
Is it a new and original part?
