What is the software development IDE for the Xeon Scalable Processors?

Hello, I'm very interested in the Xeon Scalable Processors can anyone please tell me what software tools I will need to develop the software for the Xeon side and the FPGA side? Is this the best forum category to ask questions about this processor?
