The uboot load successful. When load kernel, the file system, dtb file, kernel all load correcy, the peripheral inistal success, but the kernel can not enter to shell, the last log is " ttyS0 - fail...

This kernel is old, have you try newer version of kernel to see if this improves the issue? Latest available version can be found here:
https://github.com/altera-opensource/linux-socfpga
Can you share your boot logs with the kernel logs as well?
