Why there was no .rbf file generated when I did Partial Reconfiguration?

Assuming you are talking about the HPR tutorial described in AN826, try compiling the final files that would be in the hpr directory here: https://github.com/intel/fpga-partial-reconfig/tree/master/tutorials/s10_pcie_devkit_blinking_led_hpr/hpr and see if that works. The target device part number should be 1SG280HU2F50E2VGS1 which is set correctly in the .qsf file there but doesn't match what you say is shown in the critical warning message.
