Why can't the USB Blaster I&II drivers for cyclone 10 GX dev kit be installed on Windows 10 using Quartus Pro 19.1?

Driver from Pro 19.1 package could not be installed. Downloaded patch from Pro 18.2: link could not be recognized instead.

Thank you for your help. Anyway, I have downloaded the 18.2 programming tools and installed the USB blaster driver.
