The issue is more tricky than I described first.
In addition, this also affects another issue associated with hls (

Main thing -- what exactly do you choose in installer menu (consider installing via GUI).
option 1. If you choose anything other than
quartus prime help or
modelsim.
In this case installation will complete successfully.
You will have Lite version and you will have
hls/ directory.
option2 You add to selection
quartus prime help or
modelsim. You will have an additional window that says "Installation completed".
But this message does not apply to whole process, but only to its part.
In fact, the installation process will not be completed.
