I’m still unable to pinpoint what might be causing the issue, as everything is working fine on my side.
Would it be possible to set up a Teams call so you can share your screen and walk me through the issue?

As per email conversation, please install the Quartus Pro software using the supported OS.
You may try to install on the non-supported OS but you will have to bear your own risk and there will be no technical support as well.
