USB Blaster II/JTAG connection failed (Windows 7)

I've installed the USBblaster II driver on my Win 7 64bit computer from the Quartus 14.1 drivers directory. When I power on my board, Arrow SOCkit, the driver comes up as JTAG cables/Altera USB-Blaster II (Unconfigured) in the device manager. However once I open the programmer or use jtagconfig on the command shell, Jtag cables/Altera USB-Blaster II (Unconfigured) disappears and I have to restart the board for it to reappear again, the board's SW6 has been configured to 00001

I tried to uninstall the driver with device manager and reinstall it, and also tried to download a different version of the driver, non of them works.
