Thanks for the reply Alex. I have checked to make sure the bus-hold feature is off. Another thing I have noticed is that I do not receive the critical warning in Quartus 12.0 or Quartus 13.0. I would rather use Quartus 11.0, but if it's not possible I will have to port my project.
