The Resource Property Editor is used for an ECO, whereby it can change the value directly, but it is not saved for the next compile. It's best to do in the Assignment Editor. Put the name of the pin in the To column, the assignment should be Input Delay from Pin to Input Register(or Internal Cell). Then give it a value.
The handbook for Cyclone III will give a detailed view of what the delay chains look like.
Rather than the Resource Property Editor, you can go to the Fitter Report -> Resource Section -> Delay Chain Summary, and it will list the post-fit settings for all I/O.
In generaly, you shouldn't ever have to set these. If you enter timing constraints, then the fitter will set them accordingly to meet your requirements.
