Hi David,
Thank you for your patience. Upon checking internally, this is a known bug with our debugging tools when running on Windows 8.1 platform. This issue is planned to be fixed in Quartus II v15.0 which is scheduled for release in May 2015. Please note that the release date may change. Temporarily, you need to use windows 7 in order to launch our debugging tools.
