This forum is run by members, not Altera, so I'd recommend submitting this particular bug report directly to Altera via a Service Request.

Note that you can also start an NIOS II IDE shell (which is a Cygwin shell) and start system-console from there. That method might provide additional messages about why its failing.

I recently purchased a new laptop with Windows 8.1 ... I lasted about an hour before I wiped the hard-drive and installed Windows 7 and Centos 7 :)
