sourcing external read-only constraints files from within the QSF file

Yep. Just go to the website, and the middle of the page should have a link for mysupport. Click on that, or go to:

https://mysupport.altera.com/eservice/

(I'm sure Altera people are looking at these boards, but there is no assignment of responsibility, so something may get done but something may not. I'm not saying just because you file an SR something will get done, but it's more of an official route into Altera...) You might want to cut and paste from the thread, but you might be able to refer too, I'm not sure.
