Source license of Makefile by Altera

In some GHRD designs, e.g. DE0-Nano-SoC / Atlas-SoC, there is included a Makefile which carries the following header:

What license is this file distributed under? That is, can this file be used and can it be used in derived work? Since it contains "All Rights Reserved" I would assume not, yet I see it in a few rocketboard repos.
