signal delay

hi,everyone,

I want to make a signal event A to delay sometime according an other signal event B, that is, if sometime A happened, and after B happened C times, I can get a signal to trigger something.

I had thought of using counter, but if the delay is large than the interval of event A, event A would be lost. Can anyone give me some advices, thanks very much
