    Confirming that upgrading to 25.1.1.125 fixed this issue.

Device support is added progressively in newer versions of Quartus starting with advanced models for simulation and design and progressing later to being able to generate a bitstream.  You probably are going to need to upgrade your Quartus version to at least 25.1.1 to get a bitstream.  Note that there is also now 25.3 and 26.1 versions as well.

    I see, I was under the impression that a 25.1 install would work because Terasic's "Getting Started Guide" explicitly mentions "25.1", not "25.1.1". That having been said I suppose there can be errors in documentation.

    I tried upgrading to 25.3 earlier and ran into some library issues (in my case it is not a matter of "just apt install this library") but I will try downloading 25.1.1 and seeing if I can get that to work.

      Without looking at the Terasic documentation, they may simply be saying you can start designing with 25.1, not specifically that you can generate a bitstream with 25.1.

        Glad to hear that upgrading to Quartus Prime Pro 25.1.1 helps to fixed your issues.
         

        Thank you as well to sstrell for the explanation and suggestions. 

        Device support in newer Quartus releases is introduced progressively and classified as Advanced, Preliminary, or Final support. 

        I have added with the table of comparison between them for extra clairification.
