I don't have window 10. I try with window 11 without problem:

Could you try again to compile the attached design with window 10 and window 11?

I'm not sure what you mean by trying to compile with Windows 10. I'm already doing that and it is the one it fails on. It compiles fine on my Windows 7 machine using Quartus 19.1.
