I've attached a small project that does nothing but blink a few LED's. Whole thing compiles in under 90 seconds on my old machine. Currently stalled at the "Advanced Optimization" stage after 2 hours on new one.

I'm not sure what you mean by trying to compile with Windows 10. I'm already doing that and it is the one it fails on. It compiles fine on my Windows 7 machine using Quartus 19.1.
