I had the same problem. I did the following and then the GUI installer worked:

Made sure I had more then enough disk space >25Gbytes

Disabled AVG 9 completely:

using msconfig to disable all AVG services, restarting the PC and after restart ending all processes (using ctrl+alt+del) that are AVG related (have avg in their name)

I then ran the downloaded 10.0_quartus_free_windows.exe to unpack all the files to a specific map. The unpacked files contain a setup.exe. I ran it normally and the installation worked.

I tinkered on this a bit more and found out that AVG Resident Shield is still enabled even if I have disabled AVG services on Startup and Services, rebooting and having no system tray icon (on Windows 7 at least). I started AVG Free User Interface, Tools->Advanced Settings->AVG Resident Shield, unchecked Enable Resident Shield, Applied the settings, and ran setup.exe. Everything installed correctly and seems to be working... thanks!
