On that link you don't want the third one, it is for ARM PCs!

For Windows 8, I think you need the 2013 one:

If that doesn't work, try the 2010 one:

http://www.microsoft.com/en-us/download/details.aspx?id=14632

EDIT:

It seems it should be the 2010 one that you need - MSVCR100 is 2010.
