I am having the same problem (using Win 8.1). I visited this site for what was recommended (
http://www.microsoft.com/en-us/download/details.aspx?id=30679), and tried to install all 3 files. First 2 succeeded, but the 3rd on says it is not for my version of Windows and fails; I can not find anything on the internet about a different version. After this, launching Q Web gives the same error (even tried rebooting PC).
So I am stuck not being able to run the Quartus Web
