Quartus Prime Standard 16.1 NIOS launch error on Windows 10

Indeed NIOS II EDS is not supported on Windows 10 BUT - I am using Quartus Prime Lite 16.1 (crucially with NIOS II / EDS working well) on Windows 10....I do seem to remember having to make some adjustments to get it working...

OK After some digging I think I followed these instructions to get it working:-
