Quartus Prime Pro v20.3 can't detect JTAG

I have a USB-Blaster connected to a host and a test card, wanted to program the test card (Stratix 10) using Quartus Prime Pro v20.3. But somehow Quartus couldn't able to detect the JTAG of the USB-Blaster even though USB-Blaster shown to be working properly in Windows Device Manager. Is there anything specific that I need to installed or configured in order to use Quartus with USB-Blaster?

Notes : jtagserver is running.
