Quartus Prime Pro v20.3 can't detect JTAG

I have a USB-Blaster connected to a host and a test card, wanted to program the test card (Stratix 10) using Quartus Prime Pro v20.3. But somehow Quartus couldn't able to detect the JTAG of the USB-B...
