Can it still open in the old version of Quartus where you created it? Hopefully it's not corrupted (or you have a backup).

Good question, but old versions of Quartus were removed before discovering this issue.
For now, we're going forward by creating new STP configurations, but we have the old file in our GIT repo to hopefully recover later.
Hey Intel, isn't 2FA a little onerous for just replying to a forum post? And I think I was timed out during a short period. Can I relax these rules for my profile?

May be corruption of .stp file during version migration. Probably creating new STP configurations will be the way.

Hello,
I verified that QPP 23.1 is generally able to read .stp files from older versions, QPP as well as QPS. So the reported problem seems to be specific and can't be checked without having the particular .stp file or stripped-down version that reproduces the issue.
I presume the exact error message and a close look at the respective .stp lines can help to understand if it's a bug. - ShengN_altera

Thank you all for the suggestions and interest in our problem with our existing STP file being incompatible with QPP 23.1.
We decided it was best to just create a new STP file & configurations rather than potentially waste time trying to find a solution.
Since creating the new STP file, we haven't discovered any additional problems with QPP 23.1 and Signal Tap.
