quartus libprotobuf.so.14 requirement

Hi quartus in 22.1std requires libprotobuf.so.14 to run. This is a 5yr old version of the library and is not installed on later dev environments. libprotobuf is up to version 25 I see there wa...

ok and 5 minutes after that I just did a chgrp -R [user group] * on opt/altera/ and that seems to have fixed things.

Installer needs to set permissions a bit better...
