Quartus Internal Error - SCI

During compiling the project, we encountered such error. Does anyone know this bug and how to fix it?

Thank you for your reply.

Yes it's fatal, after the error appears, the compilation process is terminated.

We switched to another working machine with the same version of Quartus (Standard 17.0), and the compilation is passed with no such error. So we think the error is not related to the design file.
