quartus II webedition 9.1 simulator tool not working

Hello, I am using quartus 9.1 web edition. In the simulator tool every time I simulate (in both timing and functional simulation) and click the report button I get a error message saying quartu...

I have been using Quartus 9.1 successfully without the anniversary update for Windows 10.

I'm using Cyclone III. For that, can I use Quartus II v13.1 with Windows 10?
